National Plans
The National Sea Grant College Program developed its strategic and implementation plans to reflect the nation’s priorities and to guide the program over the next four years. Our plans are outcome-based and their priorities match both NOAA's strategic plan and five-year Research Plan; the Ocean Research Priorities Plan; and stakeholder input.

Regional Sea Grant Plans
The Regional Sea Grant Initiative is intended to provide support to develop regional research and information plans that will complement the national planning efforts by providing a bridge between national and local research and information needs for U.S. ocean, coastal, and Great Lakes areas.
State Sea Grant Plans
The 32 state Sea Grant programs in the Sea Grant network developed their four-year strategic plans to align to the priorities of the National Sea Grant College Program strategic plan. Their plans are outcome-based, yet because of unique stakeholders, partners and priorities, the individual program plans do not necessarily address all of the national priorities. In some cases, programs include additional emphases as appropriate to their state’s needs.
